Jim Ellis received his Ph.D. in Educational Research and Evaluation from Virginia Commonwealth University in December 2011. Dr. Ellis joined CSR in 2007 from VCU, where he performed various project management and research direction roles over a twenty-year career at the Survey and Evaluation Research Laboratory. Dr. Ellis had extensive experience managing and directing the Virginia Behavioral Risk Factors Surveillance System under contract with the Virginia Department of Health, and served as Senior Research Associate and/or Survey Methodologist on projects such as the Virginia Judicial Performance Evaluation project for the Virginia Supreme Court, the Richmond City and Chesterfield County Triennial School Census projects, the Virginia Youth Tobacco Survey, the Virginia State Government Employee Survey, and many others. At CSR, Dr. Ellis has led employee surveys for Stafford County, Charlottesville City, the Darden School, Prince William County, and the Office of the President of UVA. He has also led studies for U.S. Customs and Border Patrol, the Virginia Department of Health, and several local Virginia governments. Dr. Ellis has presented methods papers at several annual meetings of the American Association for Public Opinion Research and has been published in several journals. He has presented survey results to a number of boards and executive audiences, members of the Virginia General Assembly, and the Governor of Virginia and members of his Cabinet.
