As part of the Cooper Center assessment of Virginia Beach's local election system, CSR conducted a survey of residents in 2023 to capture their experiences with and sentiments about the prior election systems and determine the community's preference for the local election system going forward. Four out of five respondents (81%) support keeping the 10-1 election system first used in the 2022 election.
